Reoccuring lake issue farther back than memory serves

Weed and algae growth seem to be an issue years prior to the creation of New Lake Menomin when the dam raised the water level in 1958.  

A 10 foot deeper lake apparently did not solve the issue of "algae."

Will a deeper bay solve the issue of "algae?"
